An SEM study of repeated use and sterilization found that the reusable diamond burs tested lost diamond particles over just five cycles, to a degree that depended on the brand.

Cleaning is the second reason. Debris can lodge between diamond grains, and the authors of that SEM study note that cleaning methods cannot always remove it completely. CDC guidance says soil left on an instrument can compromise disinfection or sterilization, which is why cleaning has to come first. A bur that is used once never has to go through that step.
